Those perplexed by effort to oust Klimm must objectNo overrides? Meg was probably in Florida last year when two overrides failed at the ballot box. And, just so you known, communications usually involves the interchange of ideas between parties. Otherwise, it is know as propaganda. Sticking your picture on a website and jamming our mailboxes with one-sided accounts of town events hardly constitutes communications.
Barnstable taxpayers and voters need to understand that we are going to be paying upwards of $300,000 to get rid of John Klimm, our town manager, who:
* Just one year ago, was offered a five-year contract by the very councilors trying to oust him.
* Received 4.5 out of a possible 5.0 on his most recent evaluation by councilors.
* Has led the town in maintaining a triple-A bond rating status.
* Has delivered a balanced budget with no layoffs, and no requests for a Prop 2½ override.
* Has improved communication between citizens and town government through an award-winning website, weekly and monthly newsletters, live and archive streaming of all meetings, Channel 18 TV programming, and a citizens leadership academy.
* Has been offered an "agreement" that states that there is "no cause for discipline, suspension, removal or termination of the town manager."
This action is being spearheaded by six of 13 town councilors, who will say only that they think it's "time for a change." If something seems wrong with this picture to you, come and be heard (or just seen) at the Knight Auditorium at Barnstable High School on Thursday, July 14, at 7 p.m.

Next, under Klimm, we asked the Attorney general to investigate him and the Town Attormey's office for FAILING TO RECORD CONSERVATION RESTRICTIONS ON THE LAND BANL LAND. EVERY other town on cape did this except KLIMM and Town Atty Bob Smith. THE ATTORNEY General's office did an 18 month investigation and found them guilty of this!
Under Klimm, a few years back they tried to do a townwide DCPC which hurt many homeowners who wanted building permits. People had to stand in line and wait for building permits because our KING screwed them over!
The TAX ASSESSMENTS in this town are WAY OVERASSESSED for many people who own homes. The commercial folks get the break and their properties were grossly UNDER ASSESSED.
the ENTIRE ZONING BOARD resigned due to another fiasco caused by Klimm and Janet Joakim.
Stewarts Creek..... Klimm was backing that deal all the way and screwed some 300 people into FORCING them to absorb COSTLY betterments.
Klimm was the driving force behind STEALING the 109 acres of Barlaco land from the Hyannis water rate PAYERS in their little scam deal!
In Falmouth they DO NOT HAVE TO PAY TO PUT A KID ON A SCHOOL BUS. In Barnstable, UNDER KLIMM, people do! In Falmouth people get TRASH PICKUP in their taxes. Here, YOU GO PAY EXTRA! UNDER KLIMM!

1. The papers are constantly touting the town's AAA bond rating and lauding Klimm as the HERO. The FACT and TRUTH is that this rating has NOTHING TO DO WITH KILLL but rather it has to do with the FACT that Barnstable IS THE 4th WEALTHIEST TOWN of the 351 here in MASS with our properties and commercial values! DONALD DUCK could be the manager here and
BARNSTABLE would STILL have a AAA rating. This has NOTHING to do with KLIMM, the finance director, the council or anyone else!
2. On the $ 25M rink that was built under our KING, word is that the rink is LOSING MONEY and that the town is taking money from the GENERAL FUND to help pay the bills. I am still trying to get the truth on this but I WILL NOT BE SURPRISED if this is true! When I have a moment I intend to see if I can get the REAL NUMBERS from the town finance director but my fear is that he will likely have hidden the real truth...
The point is that this town has been run by a bunch of LIARS, CHEATERS and THEIVES as far as I am concerned. I am sick and tired of reading the LIES in the local papers who laud this asswipe as their hero.
GO STAND at the town landfill and ask a few hundred VOTERS AND TAXPAYERS what they think. MANY OF US HAVE and the tune is not PRETTY!

Thursday night should be quite a hoot. I encourage folks to attend. Klimm is pulling out all the stops on this one - calling in all his favors - including the free parking that the Cape Cod Times editorial staff receives from the town.
Jones is sort of a hybrid. On the one hand he has solid GOP\probusiness credentials, which makes him attractive to the Crocker\Farnham bunch. On the other, he has always seemed to cultivate his access to the administration. He works closely with Bob O'Brien, a key Klimm utility man. Sooner or later there's apt to be a Jones playground, dock, walkway, or something like it in town. Gary Brown fell into the same category and there has been pressure on him to run as well. In a crisis the default Barnstable response is always to trot out a seemingly safe solution from the past.

As for Jones, people should know that this clown waltzed into the meeting last Thursday night at the Steamship Bldg where they were having a meeting chaired by Tom Lynch who put on his grand presentation about HOW GREAT it will be for the town to own yet more docks. Jones was standing there in the room spouting and spewing his lies and BS about how he did this and he did that and he lived here and he lived there and la da da da de dee da da.. the guy is a born loser. And the ONLY DAMN REASON THIS PUNK even showed up there is likely because HE LIVES IN HYANNIS AND PROBABLY NEEDS and WANTS a DOCK.
So naturally this moron will be there spewing his BS on how great his fearless leader is.

2. As for Gary Brown, I don't think you will see him come back. I talked to him at Jack's a while ago and the stree seemed too mmuch for him. One of my colleagues just listed a home for sale there in the Creek area and guess what? As we all know by now, those homes are being forced to tie into town sewer. So, the agent listing the house went to the town boards yesterday to find out HOW MUCH the betterment will be so he can DISCLOSE this to any potential buyer...
And WHAT did the town tell him? "We DON'T KNOW HOW MUCH THE COST WILL BE."
So he asked "WHEN" might you know?

They told him, "WE DON'T KNOW WHEN!"
Nice, eh? This is precisely what I predicted a long time FACE TO FACE TO THE IDIOT KLIMM AND THE COUNCIL!

I would look up my Town of Barnmstable tax assessment. I would then hire a lawyer and send fourteen certified letters and I would SUE them all for damages for the assessed value of my home and ask for a JURY TRIAL!

If I were sitting on a jury and heard the EVIDENCE and FACTS, I would automatically find in FAVOR of that homeowner and any others who brought suit, and I WOULD MAKE KLIMM and the 13 nitwit councillors PAY DAMAGES!

You may have asked the wrong person. The town sent out "no greater than" assessments a few months back. I believe the number was about $8,600 per household. I was told that construction permits to connect to town sewer would be accepted beginning in Spring, but I don't think the mega-pump station to nowhere is operational. Until that monstrosity is online, the whole system will remain buried and unusable.
dOES anyone ACTUALLY believe THESE liars CHEATERS AND THEIVES?! Yesterday i got 29 pages of the secret executive session minutes from 2005 that Klimm and his puppet councilors kept secret from the public for so many years. 2005 was the year they bought the infamous water company.... It is interesting to note a couple things. First, Klimm is ON RECORD as stating that the average yearly increases to Hyannis water rate users would be no more than 5.75%.
GO DO THE MATH. See how much there was in THAT LIE!
Secondly, the ONLY minutes I could find for 2005 was from February 3rd and the 17th and march 31st. Is there anyone out here who knows IF there are OTHER MINUTES from the executive sessions of the town council from 2005 because I can use that information. WHy there are not more is beyond my comprehension.
As for asking the wrong person, it does not matter who anyone asks. It is always the same thing with all of Klimm's departments at town hall. NO ONE KNOWS A DAMN THING and in some instances, you get LIES from people. it does not change anything, and all this will take is ONE lawsuit.

You are absolutely right about Clark's charter being flawed infact I believe it may actually have some legal issues.
In that charter it states the compensation dollar amounts for the president of the town council and the rest of the council. Unfortunately the dollar amounts are actually what is known as ordinance langauge and not charter language. Clark's charter commission was never empowered to write ordinances only charter language - STRIKE ONE
Clark's charter also states that the president of the council will be a voting member of the school committee. The school committee selects it chairperson and vice chairperson from it's full voting membership. This means that the president of the town council could also end up running the school committee. There is no language in Clark's charter exempting the council president from being chosen as school committee chairperson - STRIKE TWO
Clark's charter also calls for 15 voting precincts in order to create 5 voting districts. The town clerk recently re-drew and the council accepted a revised version of the current 13 precinct map. Linda Hutchenrider has stated that if Clark's charter passess she will have to use two different precincts maps for elections. One map for town elections and one for state and federa; elections. This will mean some voters will have to vote in different locations based on which election they are voting in. Confusing the voters is not the way to fix what is wrong in Barnstable. - STRIKE THREE
Where I come from three strikes means you are out and so should Clark's charter, it should be out with the trash.

Based on current reports, the new group called Barnstable Coalition for Fair Government is bringing in close to 200 hundred people to the meeting tomorrow night. Preliminary reports indicate that a majority of that 200 will speak in favor of Klimm. Then there is Ralph Cahoon's group called Barnstable Has Had enough is which is expected to bring in 75-100 more all in favor of Klimm.
If you are thinking about getting up at the meeting and bashing Klimm tomorrow night you will be seriously out numbered.

Also in case you have not heard Crocker has filed two late-file agenda items to be acted on tomorrow night. The first late calls for a revote of the vote on Klimm's contract from 6/23/11 it is actually being called a reaffermation vote. The second late file calls for an inquiry into the absences of Janet Joakim and Jim Tinsley at the 6/23/11 meeting. Crocker is actually claiming he and the other five were setup on 6/23/11. As I recall at the 6/23/11 meeting Jan Barton gave the Crocker six a chance to postpone until tomorrow night but they all voted no on the postponement. I for one don't see the logic in Crocker's second late file item.

What I cannot figure out is how Crocker can claim he and the other five were setup. Fred Chirigotis knew why Joakim and Tinsley would be absent. Crocker did not need to support the postponement himself one of the other five could have done it as a matter respect for the process. Apparently Crocker's second late file regarding the alleged setup claims that he and the other five were "forced" to vote in favor of revising John Klimm's contract. Yet they were not forced to vote against the postponement which they did in order to pass the contract revision.

I just wanted to point out that FYI (WHOEVER YOU ARE) posted MISinformation and erroneous information about Crocker's supposed late filings that you spoke of yesterday. According to the town clerk, Crocker in fact did NOT file any late filings nor have there been any other late filings. WHY you posted these lies is a mystery to me but then again, in years past we have seen many erroneous postings from anonymous people. I guess this says it all......
Whoever wants to believe postings from anonymous people go right ahead. I have always been of the opinion, thif anyone wants to remain anonymous then you have zero crediiilty. In years past Janet Joakim came in here and on CAPECOG.com and was a mastermind of these kinds of childish games.

The following press release was sent out Tuesday night regarding Jimmy Crocker's late files:
Last week Mr. Crocker was busy authoring and submitting documents to the clerk calling them "late files" or "agenda items." One filing made it into the papers, the second, filed late Friday afternoon seems to suggest that James Tinsley and Janet Joakim missed meetings in some sort of conspiracy to force six councilors to vote for John Klimm’s contract changes.
Earlier last week Mr. Crocker filed a document with the town clerk, naming it an "agenda item." The document calls for an "inquiry" on himself in response to the Open Meeting Law (OML) complaint filed against him and "inquiries" against the council leadership and the town manager regarding OML complaints he filed this past spring. Filing documents with the clerk is not the way items are put the town council agenda, the president sets the agenda. Further, these "inquiries" are not the way the law requires we handle OML complaints.
The OML complaints Mr. Crocker filed have all been dealt with; the first, regarding the council administrator was found to be without merit and the other two are with the AG’s office as his voting bloc didn’t allow the council to address them properly. Mr. Crocker did get the attention of the press as the content became part of the story about the OML complaint that Janet Joakim filed against him.
At 4:25 pm Friday, he filed another confusing late file; In this document, Crocker calls for a "reaffirmation" of the contract vote which isn’t an option in this situation.
Friday’s document seems to claim that there was a conspiracy to get the six who voted for the contract to cast their votes successfully. He claims that the absence of James Tinsley and Janet Joakim from two meetings was prearranged (by others) so that the vote would pass. (They were forced to vote for the contract changes?) Also in this document, filed with clerk and thus now public, Mr. Crocker discusses what he claims happened in executive sessions during contract negotiations. Whether or not these things happened in executive session, reporting them publicly is a violation of the public trust per MA Ethics Laws.
Quite honestly I think that FYI is Janet Joakim. If not it is then very likely one of the councillors but I bet this is Janet. Whoever this is they seem to know at least some things but again, some of it is lies and more lies.
By the way, I hope a lot of people saw Gary's post yesterday on Janet. That was quite interesting, especially to see Peter Dooron again after all this time. It is interesting to see Janet Joakim filing an open meeting violation when back in 2006 where was Janet? Janet was home ON THANKSGIVING DAY no less breaking the OPEN MEETING LAW HERSELF with Hank Farnham...
Pretty pitiful eh?!

Look's like Jimmy Crocker really did file some late files, he even used those words tonight in referring to his reaffirmation/reconsideration agenda item.

Okay, my apologies, and perhaps I stand corrected. No problem. Someone asked the clerk this afternoon about the late filings and she knew nothing about them but no big deal.
But now down to the real business. Look, tonight was the biggest circus that the people in Barnstable have ever witnessed, and really, KIMM MUST NOW GO, period. The guy has a NO CONFIDENCE VOTE from almost HALF the town council and if Klimm has any decency and integrity he MIGHT SEE that he is only going to cause more harm and damage to us all, the voters by him staying. Look, if anyone out here was running a corporation and you had a 13 member board to run your corporation, if you do not have ALL or at least TWO THIRDS of them with CONFIDENCE in the ONE MOST RESPONSIBLE FOR RUNNING THAT CORPORATION, then he or she would have to GO, step down! Period!
Klimm cannot just seem to GET THIS! He is nothing but an egostical nitwit in my opinion. And as far as his Attorney MR BIGSHOT J ALBERT JOHNSON, who gives a crap! J ALBERT JOHNSON IS NOT RUNNING OUR TOWN AND NEITHER IS KLIMM!
I am proud of the SIX, Milne, Crocker, Munafo, Farnham, Canedy and Norman for being strong and to Ann Canedy for her word tonight to Mr. BIGSHOT J ALBERT NITWIT. Mr. Johnson, go away, please. You and your candyass client Klimm are LOSERS in my opinion! Ann Canedy spoke very nicely on that subject.
Hey, WHO are the LOSERS here? WE. THE PEOPLE. We, the zVOTERS. WE the TAXPAYERS! We have a bunch of clowns for councillors and even MORE of a CLOWN in Klimm who is a HORRID MANAGER. The town has been going in the wrong direction now for many years and it took a long time for SOME councillors to finally get and understand this.

Klimm is such a control freak it is incredible and he LOST tonight despite him DRAGGING MANY OF HIS HIGHER PAID STAFF AND LIFETIME HACKS in there tonight. it is pitiful what Klimm tried to do,
But JOHN, it all blew up in your face and NOW MOST PEOPLE HERE KNOW THE REAL TRUTH about Klimm. He is a loser al the way around!
