The more things change, the more they stay the same…
Four years ago the election for town council in the 3rd Precinct seemed to focus on quality/cost of our water supply, deplorable conditions of the roads and taxes; more specifically the Residential Tax Exemption and the Split-tax. Today, it seems like these issues remain and arguably have gotten worse.
Clean, affordable water; our neighbors in Centerville have it, why don’t we? There are several reasons; from old antiquated pipes to wells with diminished and compromised recharge areas. Our water quality (taste) is worse today than ever, but you wouldn’t know it from looking at your water bill as rates continue to skyrocket.
The roads? Well, they speak for themselves; virtually every road in the Third Precinct is in need of repair, and most roads are in dire need. Is there a plan to repair and resurface any of these roads?
Taxes continue to inch upward, as perceived services continue to decline. In 2005 the Town voted to join the Community Preservation Act (CPA). This Act is a tool that was created to help communities acquire and preserve open space, rehabilitate, restore and preserve historic resources, structures, and landscapes, create and support community housing, for the benefit of the whole community. Has the 3rd Precinct seem any of this money? Not in my neighborhood.
The bottom line is that the 3rd Precinct deserves better. The 3rd Precinct deserves an advocate on the town council who works for them. What has the current councilor brought to the 3rd? Not much, but he advocated for the new streetlights on Main Street (out of Precinct 3) and they look nice.

He really is a nice enough guy, just like Debra Dagwan is a nice person. Problem is, they don't have what it takes to make change in town hall.
I agree. This is a mussy letter which does not seem to indicate a strong command of the real issues facing Hyannis. It's too bad Mike didn't get involved with the Voices of the Village program. He might have learned a thing or two about the issues and the needs of our neighborhoods.

The lights were pricey and it takes forever to get the bulbs changed. Who got the cops that sub-station on Main Street? That cleaned up crime in that area at warp speed. Police calls to Main Street, once routine, are almost non-existent now.
Munafo shows he will stand against the "cool kids" on the council. If you listened to Rick Barry talk about how rough council negotiations are, you'll understand that we need to elect tough minded individuals - not nice guys.
Jim speaks a bit awkwardly at times, but his message is clear. He knows the difference between right and wrong, and rarely greys up issues like the goat squad.
I think ynr hit the nail on the head. Maybe Mike Hersey is a nice but.... it all stops there. Hey, for that matter maybe they're all nice guys and women on our town council, and heck, for that matter, John Klimm is also a 'nice guy', as is Tom Lynch. They are all nice but!
Like Ynr said, we don't need nice people running our town. We need COMPETENT QUALIFIED leaders running our town, and the only ONE that I might think has some of this is John Norman. As for the rest of them, get lost please.
As for his letter in the paper today, no offense to Mike but, YES, A CERTAIN FEW OF US HAVE BEEN SINGING THIS HORN FOR HOW LONG NOW?! It seems that just a short time ago it was MIKE HIMSELF who was criticizing us all for our beliefs, and here we are in 2011 and there is Mike, SINGING WHAT WE HAVE BEEN TRYING TO GET THRU NOW FOR THE PAST SEVEN PLUS YEARS.

The Dow Jones Industrial Average closed at -419.63 yesterday. That's after a week of volatile trading related to a poor economic outlook. Standard and Poors dropping the credit rating to AA+ sure didn't help. The unemployment rate is at 9.1% and 30-35% of investors anticipate a double dip recession. Are the intelligentsia and literatti (Barnstable Town Council) tightening their beltstraps and getting a grip on the human service sector and affordable housing? Maybe it's time the homeless were expected to pull themselves up by their own bootstraps.
In regard to Roy and Ryan, the apple probably don't fall far from the tree. It's the forbidden apple to boot. Leave it to the Richardsons to screw up the entire Garden of Eden.
How hotly contested is this primary? Does anyone know what the third candidate looks like? What does he do and most importantly...what has he done besides being the grandson or the nephew?
The recent comments regarding the Richardson story were revealing. The presence of not one, but two anti-Munafo candidates indicates a possible split on the Chirigotis seven side. Unless they really are banking on an unlikely primary knockout, the two candidates are a serious tactical problem. The allegations now showing up in posts could be the start of some negative campaigning. Who in Precinct 3 has a reputation for going to the dark side?
I was just telling it like it is. I don't expect this comment to last too long either, but Richardsons have been a big political machine with tentacles that extend to Chirigotis and Joakim. Negative campaigning, (the dark side), and telling the truth for what it is are two different things. I'm giving you fair warning on Ryan Richardson. He's potentially another tenacious HACK. Good luck to you in the politically chaotic Town of Barnstable. Things don't seem to be getting any better.
Was Munafo exactly a clean campaigner, or did he sideswipe Schwaab years ago with the help of Jimmy Crocker?
Crocker didn't do much to influence the result. Atslais/Joakim/Hersey made a dent - especially Joakim who was a friggin' nightmare to deal with. But, she got her comeuppance. It was the seven Cadillacs which came in after dark that took Munafo over the top. Those rides won't be there for Munafo this time around. I've always assumed that the passengers in those cars were Richardson's wards.
I'm curious to see, if Munafo is ready to make Richardson's overblown affordable housing programs a campaign issue. It's a tough case, but I think he has support of the business community and the precinct residents to argue that these programs need to be scaled back. They are overwhelming our community.
All we know is that those comments are from a Republican off-Cape.
As for Jim Munafo,, he only won over Eric Schwaab because of some big last minute LIES that were strewn about to some of the voters. I know for a fact that Hank farnham had a big hand in on it because I helped Eric campaign and had words with Farnham on W Main Street on election day. The point is that sometimes the LIES and negative campaigning can work. Janet Joakim is a mster at the LIES and negative campaigning as well. She also used LIE TACTICS to say that someone on the blogs threatened her daughters and attacked them on the blogs and to this day, I think she LIED and merely used those lies for sympathy. In her case, it worked.
For now, the big thing is to figure out WHO can help our town and US the most. As many know, I do not like any of the councilors and I have been harsh to Munafo and many on the council but this is my right. As for now, in his precinct, one has to make up his or her mind-- which one is best for your precinct and OUR TOWN?
The way I see it is that Munafo is the best of the three candidates, and give credit where it is due. To my knowledge, Munafo is the ONLY one who has ever called for Klimm and Chirigotis to resign. Too bad the other 11 councilors did not see this truth. Many people around town know that Roy Richardson is a lifetime hack and Chirigotis will be well on his way. Maybe he thinks if Klimm goes, he can become APPOINTED as the interim manager and we all know how that works. Interim, my A#########!

I am not sure where the talk of Fred Chirigotis becoming either interim or permanent town manager is coming from. He would to have resign as town councilor which wpuld require a special election in precinct 4 to replace him. I also doubt that he is going to give up practicing law to become town manager.
A more likely scenario if John Klimm takes the buyout offer, would be for Tom Lynch to be made either acting or permanent town manager. His replacement has assitant town manger would very likely be Mark Milne. Mark Milne's assistant would then be moved upped to finance direcor.
No one cares about any of that. As for where that talk came from, it came from me. Like anyone else, I am free to guess and speculate any way I wish, just like you or anyone else. my POINT is that even IF Klimm goes, we are still left with this clueless COUNCIL! And as for WHO these CLOWNS on the council MIGHT APPOINT, they might even APPOINT Roy Richardson hoimself to run the town, and anything is possible with these first class clueless birdbrains!
The voters in our town are just as clueless as far as I am concerned. Until and unless they get OUT to KNOW and UNDERSTAND what the heck is going on, NOTHING WILL EVER CHANGE!

A few years from now many people here will have moved away because they could not afford to keep paying the tab.. Look at that clueless school super who just 'retired' at our expense. Some people spoke of Patty grenier like she was some sort of GOD, when in fact she did squat! The damn schools here are in the toilet, and that loser just retired and will make HOW MUCH?! She was making some 180-190k a year and she will get what 80% of this?! And FOR WHAT? Did the QUALITY of our schools get better? Nope. Did the QUALITY of the teachers get better? NOPE. So WHY did those asswipes on the school committee give her this grand sendoff like Barnstable had the top school in the country?!
You see folks, we CANNOT KEEP PAYING THIS FREIGHT for deadbeats like Klimm, Grenier and others like them. It is THAT plain and simple. Good luck paying your mortgages and taxes to pay for these idiots!

Grenier's replacement has a 3 year $500,000 contract which breaks down to $180,000 in the first year, $185,000 in the second year and $190,000 in third year
Thanks for that info but NO ONE, and I mean NO ONE, is worth that kind of money for being the school super in this town. It is a JOKE just like Grenier was and whomever her replacement may be. Especially in THIS economy, we could find SOMEONE who would take this job for HALF that amount. Don't kid yourself. And that someone would be a QUALITY person. Toward a greener Cape
The Barnstable Department of Regulatory Services deserves a "green" award for replacing its fleet of sedans and pickup trucks with 12 Toyota Priuses and two hybrid Toyota Camrys.
Tom Geiler, director of regulatory services, said the switch is expected to reduce the department's fuel costs from $18,000 to $6,000 per year.
Rick Elrick, the town's energy coordinator, said the fuel-efficient cars also will reduce tailpipe emissions by up to 90 percent and greenhouse gas emissions by about 50 percent compared to traditional vehicles of that size.
The Hybrid CAMRY IS ONE OF THE MOST USELESS CARS EVER MADE. Do you have any idea of how much these cars cost. We're paying $28,000 per car to check on parking meter collections. The town could have bought a fleet of electric golf carts to do the same job.

Boston pays their Superintendent $140 a year. Last time I checked 140K is less than $180k and Boston is a little bigger than Barnstable.
You always hear the excuse that it is expensive living on the Cape and this is why we have to pay so much for these services. Sure, the Cape is expensive, if you want to live in a McMansion. But, there are plenty of decent homes for sale under 300k in Hyannis.
Is there some reason why the School Superintent can't live in Hyannis. This is where most of the children live.
Grenier's replacement is from a community comprable in size to Barnstable where she was the school superintendent. Her salary in that community was $130,000 a year which means her first year in Barnstable gives her a $50,000 dollar increase over her previous salary. Town manager John Klimm makes $148,000 a year while, Grenier made $189,000 in her final year with the town. Doesn't seem right that the school superintendent should be paid more then the manger of the entire town.
The argument here is that Klimm is only responsible for the roads, water, sewer and police which is 40% of the budget. The Super is responsible for 60% of the budget. Maybe, just maybe, they are BOTH over paid.

The problem with Barnstable is that the Barnstable Town Council and other associated HACKS don't cross their "T"s and dot their "I"s. It seems to be a "shoot from the hip" operation and the left hand rarely knows what the right hand is doing.
I for one, wouldn't be surprised if Fred Chirigotis seriously considered the Town Manager's job. There are a lot of perqs and benefits that come with this position that go beyond salary and a package.
The Grenier debate/debaucle is ludicrous. Talk about overpaid! Like I said, watch the Richardsons. Too many HACKS sneak in ahead of your game. You end up complaining after the fact. In 2001, I thought I was a genius for suggesting the biggest problem with Barnstable is that is needed a mayor for unified direction. It's not even a matter of great minds think alike. It's the elephant in the living room.

If Munafo gets behind affordable housing I'm going to be vomitose. Richardson was the big affordable housing advocate, and in Hyannis anyway, affordable housing means riff-raff. Either quit complaining about the high cost of police and fire/rescue services, or get rid of the "affordable housing" and the "we love the human service sector" HACKS. You're losing money on the deal, and you can do something about this one before it gets any worse.
P.S. I would vote for a Democrat if I could find a reasonably conservative one. At least on fiscal issues and common sense!
The Town Manager has no control over the School Department budget. I agree that 180, 000 is too much, but I was commenting on Mr. Know-It-All who apparently believes that you can find a qualified Superintendent on the cheap. It is easy to criticize, much harder to actually do something.
There is considerable resistance to surfacing the "affordable" problem in Hyannis. It is a net drain on our community. I'd like to see Munafo raise the issue in his swan song campaign for Council. I'm not sure he'll do it unless Richardson advances to the final (which likely won't happen). Unfortunately, the GHCA won't be sponsoring a 3rd Precinct debate. This will be the quietest preliminary in the history of quiet preliminaries.
Thanks for your confident gesture that Ryan Richardson will not advance to the final round. I can breathe again. Also, Paul Niedzwiecki is a lawyer. He was the former CFO for the District Attorney's Office. He left that gig during the controversial phase of O'Keefe's tenure (not to mentioned so I don't sound so negative), but he became the "Assistant Town Manager". There are obviously benefits to the Managerial jobs. Niedzwiecki blew out of the job under fire from Klimm. Personally, I think Niedzwiecki saw the political writing on the wall and knew to get the hell out of dodge. I know this to be true because he thanked me personally. Don't be surprised if this gig looks promising for Chirigotis.
Former Chief John Finnegan was in the Grenier range at $214,000 annually. Finnegan started his employment in 1998 at $70,000 annually. Klimm was making $124,000. He was a hell of a contract buyout at $315,000 plus his pension. Finnegan came with mixed reviews from Beverly, DUI's OUI's and the like. But Klimm liked him. Right up until they found out he was dipping into the informant funds to fly to his golf-course laced condo in Florida seven years later.
Peter Doiron asked John Klimm, "Why hasn't this guy been arrested" when Finnegan was in town to sell his house. (Condo down by Barnstable Harbor). Klimm just looked at Doiron like he was from Mars. Beats the look on his face when you ask him about the "exploits" of Royden Richardson. You know, sort of like your from Uranus?
I was at a GHCA meeting the other night and jokingly asked, if anyone had ever seen Ryan Richardson. The Republicans in the room snickered. One asked, if he'd moved into the precinct, yet. The Klimm-boobs scrowled. They don't like me for a reason.

Finnegan was from Hidden Harbor, off Ocean Street. Sorry for misleading you. He owned a $250,000 condo and his jeep had a Navy Seal decal. Milne once asked Klimm "Why did Finnegan sell his condo, I thought he and his wife were going to be snowbirds?"

Finnegan cut his losses. We'll see if Klimm is as lucky.

The argument is really about the entire administrative costs of the school department, not just the super's salary. Look at the pre Grenier era costs of running the schools, which were about a third bigger. You'll find that one guy did five times the work for a fraction of the cost.

The Patriot had an interesting story about committee assignments. Apparently Canedy was in charge of a roads committee which is being " corrected" by Chirigotis. Behind all the boilerplate in the paper this situation seems to arise from nothing more than vindictive retaliation. Was this the same roads committee which Leah Curtis was involved with for years? If so, there was no problem then, but then councilor Curtis was a charter member of the Happytown clique. Oppose the leadership at your peril.

There is an article in todays cctimes about barnstable county getting sued by the federal government. The federal government is broke, it can pay its bills now, how are they going to pay for all those lawyer fees. The games our politicians play.

This force sewering of cape cod is a scam, put on by a certain few who will make billions of dollars at the homeowners expense.
The federal government is not suing. They are a defendant. If they lose, we all pay. The people suing are a private non-profit organization, the Conservation Law Foundation plus another similar organization, the Friends of Buzzard's Bay. They are suing on the grounds that our privately owned septic systems are violating the federal clean water act. So, as a practical matter they are suing all of us. Here's hoping the federal government hires the best possible attorneys and spends all that they need to defend us from those fanatics.

The Patriot has profiles of the three candidates in P3. Two of them seem to be campaigning on the basis of who has the most DUI\ possesion incidents in their past and who is the most contrite and reformed as a result. They are trying to get ahead of any negative disclosures.
I saw that...Munafo is looking good compared to the riff raff running against him.

The Barnstable Patriot has confirmed that John Klimm is leaving.
Barnstable Town Manager John Klimm has signed an amendment to his employment contract that will end his day-to-day duties Sept. 30.
Town Clerk Linda Hutchenrider confirmed that she signed the amendment offered by the town council June 23 this morning [Sept. 2], which also bears the signatures of Klimm and Town Council President Fred Chirigotis.
Per the agreement, Klimm will end day-to-day duties Sept. 30, and remain on-call through Dec. 15.

Somehow this smells like another scam or manipulation which ends with Klimm still in the corner office only with a bigger council majority and an even bigger salary. This guy has more lives than Rasputin. The question still remains - what did or didn't he do in the Grissom termination?
Always remember that while the Crocker Six play black and white checkers, Klimm plays 3-D technicolor chess.
