There is a crack in everything.Barnstable Town Manager John Klimm has issued a press release indicating that he has signed an amendment to his employment contract that will end his day-to-day duties Sept. 30.
That's how the light gets in.
According to the Patriot:

Per the agreement, Klimm will end day-to-day duties Sept. 30, and remain on-call through Dec. 15.
For seven years I've tried to convince folks at Barnstable would be a better place without John Klimm at the helm. We argued about inflated tax bills, faulty assessments, lousy roads, poor water, unreasonable infrastructure plans, and back stabbing local politics. History - the one we wrote - finally caught up with John. He'll take the money and run.
Mercifully, we're now on our own.
I wish EVERYONE (including John) a bright new beginning and a happy and healthy future. My bloggin' dayz are are over - for now. I've done my share.

You might be done but I'm not sure Klimm is.
Signing the agreement one week ahead of the next council meeting is like an invitation for another gathering of his fanbase to scold "the Crocker 6".
He basically said he would be willing to stay if the council would let him run the show.
Timing is everything, and giving the press a week to feed on this story before the next council meeting is good timing.
This isn't a good thing until we see who the council appoints to replace him. How can we expect them to act in any capacity other than to cover their own asses and continue with how they like things run?
You need to get involved in the council races and support the candidates of your choice. This is your best hope of influencing the outcome of the selection process. I may start blogging again after the elections, but for now I've accomplished what I set out to do. It will take years for things to get better. But, they will improve. Folks have grown too dependent on Klimm for everything. They need to learn how to stand on their own two feet again.
They all suck and especially the worm named John Klimm. This guy is a worm and in my opinion, nothing but a fraud. And yes, I do agree that this is mere political posturing on the WORM's part. This guy is the biggest egotistical ass I have ever seen., and Klimm thinks he is God. The whole thing was schemed by him in my opinion, for him to get even MORE money that his present salary.
Go ask ten local business owners in this town OFF THE RECORD what they think of the worm. It ain't pretty trust me. Go ask a few builders around town what their take on the worm is... the guy is a powerhound egotistical asswipe and has always been. He is a con man and a major league manipulator, and now we get to listen to his sidekick, another asswipe council moron President Chirigotis. he too acts like Klimm is God.
John Klimm is the ONE MOST RESPONSIBLE for RUING this town and running us to the point of bankruptcy as far as I am concerned. Look at the TENS OF MILLIONS this asswipe has wasted. Millions in land bank money... millions more for the sewer pump station to nowhere that is costing some homeowners in Stewarts creek their homes. Millions more on golf courses that are LOSING MORE MONEY that WE will all have to pay for. Millions more wasted on that putrid Marstons Mills Airfield where over $ 20M was spent and what do WE the taxpayers get on THAT return? The sole proprietor who runs that airfield pays LESS than $ 1,000 per month! Folks, did you all get THAT? I said Klimm orchestrated the WASTE OF OVER $ 20M to buy an IDIOTIC airfield and the taxpeyers get LESS than $12 a YEAR back in return. SURE, GREAT MANAGING, sure, great leadership!
And let us NOT forget the MAGICAL $ 25M RINK PALACE.. are the residents in this TOWN REALLY THAT STUPID TO BUY KLIMM's LIES and bullshit? Apparently so...
And as long as this MORONIC form of government stays with 13 MORONS for councilors running a dog and pony show with a leader like THIS WORM, trust me things here will NOT change or get better....
The last thing I will say is that the only two councilors in my opinion who are worth staying are Jum Munafo and John Norman. As for the other 11, they should all go with the WORM! John Klimm is a moron and couldn't manage a dog pound!

The council will first name Tom Lynch as acting Town Manager until at least December 15, 2011. After that date the hiring process for a new town manager will begin which will in all likely hood take 2-3 months.
Of course if the election is a near or complete sweep of the anti-Klimm councilors then John Klimm will likely be back as town manager.
Klimm solves many problems with this move. He locks in a potential $230k payment, he makes the gag clause on the council permanent, he puts the maximum blame burden on the Crocker 6 for their reelection campaigns, and he clarifies the situation for any potential future employers he may interact with. He could actually decide to "retire", or he can still reup with a new, even more subservient council for a even bigger salary. The worst possible outcome: he walks with a cool quarter-million dollars. Check and mate.
Any predictions on just HOW STUPID and IDIOTIC the Barnstable voters really are? No I don't agree I think Farnham, Canedy and Crocker are likely to be gone in serious defeats. Munafo will also likely lose but his race should be closer then the other three. Don't forget that there are also two open seat races in precints 7 and 13 these two will likely go to pro-Klimm candidates.
So John Klimm could pick up 3 to five votes of support which could give him more then a 2/3 majority.

John Klimm has lost the support of the business community. He might be able to scare the panties off the little old ladies who supported him in the past, but pretty much everyone else will be glad to see him go myself included.
From 9/30/11 to 12/15/11 John Klimm is still collecting his full town manager salary while Tom Lynch will be retitled as either intrim or acting town manager. The choice of title is up to the council and which ever they chose should be very telling.
The move to buyout Klimm's contract has lead to this years fully contested council elections. While John Klimm is not on the ballot by name this election is largely a referendum on the buyout. I doubt that John Klimm would have told two newspapers that he would come back if a shift happened on the council, unless he is already expecting a shift.
As was made evident at the last Klimmapaloosa, most of his support comes from his employees, present and former. They only make up a small fraction of the voters.
If incumbents have been attentive to their constituents and their needs, folks will vote in favor of their neighborhood over the popularity contest at the town manager's office.
Crocker and Farnham face the toughest challengers. While always arrogant, Crocker used to carry the aura of a winner. Not anymore. Not sure about 2/3, but it's pretty clear Klimm will carry a strong majority. It's in the pocket.
You can see from the quality of candidates coming forward in the 3rd precinct, how little interest Hyannis residents have in the outcome of this race to over pay John Klimm even more. Maybe the outer villages want Klimm because he contained all the riff raff in Hyannis, but John's policies are not favored here. We'll be glad to see him go. And, you'll be surrpised how poorly John fares in the upcoming elections. Farnham, Canedy, and Munafo will be just fine. Crocker might get the boot, but that would be best for everyone. Jones will win and Tinsley is a toss up. I don't see a 2/3's majority. I see at best a one seat pick-up and Tom Lynch as manager. It's over.
The open seat races could become a major factor if one or both go to pro-Klimm candidates. I believe that Crocker, Farnham and Canedy are likely to be gone all three are opposed by pro-Klimm candidates. Munafo if he survives the primary and the regular election could be the sole survivor and end up being isolated like Greg Milne has been.
There is also the John Norman recall which as of last week is still going to happen. It is possible that the recall could be on the same ballot as the other council elections.
All John Klimm has done at this point is sidelined himself with a full pay check until 12/15/11 when the buyout pay kicks in.

Why are all of you working so hard to give John Klimm a $100k pay raise? Let him go. He's outgrown the position. Let him sell his big sewer plans to someone else. First there is no chance of John Klimm getting a raise the large if he decides to return. The buyout would be nullified and his current contract which expires in 2015 will be reinstated.
I think that come the first town council meeting in November 2011 we will have from 3 to 6 new councilors and John Klimm will be back in the town manager's office.

The younger set doesn't like him because he's snobby, and the older folks remember what an a-hole he was in the old days. If Cullum finds a decent manager and some money, she could take it.

This whole fiasco sure smells like a very expensive set-up. It is time for John klimm to move on. No one will support a 250K salary for a town manager. As good as Klimm may be, he isn't worth that kind of money.
Why doesn't someone just ask the obvious question: why did the C-goat 7 refuse an investigation into Grissom's resignation? This isn't "fair government", it's casino rules poker, and the house always wins. Give Crocker his last drink on the house and send him packing. The lack of investigation was in part to protect Donald Grissom from being impacted negatively. He was involved in an incident with John Klimm's niece that was the tipping point with Grissom's employment.
Had the council investigated they would have had to thrust John Klimm's niece into the spotlight. She has a right to her privacy on this matter which the town council cannot force her to violate.

Rugo says Klimm would stay on with a council majority of nine. He will gain one in P13. Canedy, Crocker, and Farnham will be strong in their races, but they face well-supported challengers. Those races could go either way. The Norman recall is unlikely, if history is any guide. The two key races are in P3 and P9. If the Coalition for Fuzzy Kittens can drop Munafo, Klimm gains one. If Cronin knocks off Tinsley, Klimm loses one.
